In the following years, the<br \/>\nsystem grew to include other universities, colleges, and affiliated agencies throughout the state.<br \/>\nIn 1963, the system adopted its current name, State Universities Retirement System (SURS).<br \/>\nSURS employs 120 individuals in its Champaign office and provides retirement, survivor,<br \/>\ndisability, and death benefits to over 180,000 members throughout the world.<br \/>\nBusiness Drivers<\/p>\n<p>SURS\u2019 image system was IBM\u2019s Content Manager for iSeries. The software has done well for<br \/>\nSURS, but did not receive the same development drive that other IBM ECM products<br \/>\nexperienced. This conclusion was reached after much research working with IBM to divulge their<br \/>\nfuture plans for the current IBM Content Manager for iSeries product line. As a result, SURS<br \/>\ndecided to switch to a different product, allowing SURS to move forward with its in-house ECM<br \/>\nstrategy.<\/p>\n<p>Key expectations of the new system include:<\/p>\n<ul>\n<li>A new user interface that is conducive to the way the staff operates<\/li>\n<li>Document annotations with security<\/li>\n<li>Business Process Management (BPM) to re-engineer business processes, shorten cycle<br \/>\ntimes, and provide productivity stats<\/li>\n<li>Email integration to save member correspondence in the permanent file system without<br \/>\nscanning<\/li>\n<li>Electronic forms to allow employees and members to do \u201cself-service\u201d functions without<br \/>\nthe need for paper forms<\/li>\n<\/ul>\n<p><span style=\"font-style: italic; color: #337ab7;\"><strong>Product Decision<\/strong><\/span><\/p>\n<p>SURS selected IBM FileNet Content Manager as its core content management solution. Filenet<br \/>\ncombines powerful document management with ready-to-use workflow and process capabilities<br \/>\nto automate and drive content-related tasks and activities.<\/p>\n<ul>\n<li>Serves as the core content management, security management, and storage<br \/>\nmanagement engine for the family of IBM FileNet P8 products<\/li>\n<li>Combines universal content management and advanced document management<br \/>\ncapabilities with industry-leading Active Content process capabilities to drive unstructured<br \/>\ninformation for better and faster use in your organization<\/li>\n<li>Delivers active management of enterprise content across the enterprise regardless of<br \/>\nwhat repository it resides in<\/li>\n<li>Maintains secure control over metadata, process and compliance activities while<br \/>\nmanaging highly customized, transactional content delivered to the right place at the right<br \/>\ntime<\/li>\n<li>Streamlines document management tasks by providing extensive versioning and parent-child<br \/>\ncapabilities, approval workflows and integrated publishing support<\/li>\n<li>Provides the tools to deploy turnkey solutions that handle complex document types using<br \/>\nout-of-the-box workflow and process capabilities<\/li>\n<\/ul>\n<p><span style=\"font-style: italic; color: #337ab7;\"><strong>Our Solution<\/strong><\/span><\/p>\n<p>Based on MRCIT\u2019s extensive migration experience between disparate Content Management<br \/>\nsystems, MRCIT proposed to SURS the following high level phases that in parts overlapped:<\/p>\n<ul>\n<li>Installation and setup of the new system<\/li>\n<li>Design, build, setup and test phase of the new system functions<\/li>\n<li>Bulk migration of existing data<\/li>\n<li>Soft or hard cutover weekend<\/li>\n<li>A concurrency period (for soft cutovers) where both the source and target system<br \/>\nare maintained and updated at the same time<\/li>\n<li>User Training<\/li>\n<li>System and User testing and adjustments<\/li>\n<li>Turn off &amp; decommission source system at the end of concurrency period<\/li>\n<\/ul>\n<p>In SURS specific case, MRCIT recommended a soft cutover. This means that the source<br \/>\nsystems will not be turned off immediately following the cutover weekend. Instead both systems<br \/>\nwill be updated with the same new incoming documents.
